The Divychky rural territorial community is located in the Boryspil district, Kyiv region.

The population was 4,955 people as at 1 January 2023.

Internally displaced persons: 1,026, including 287 children and 453 women.

The Divychky rural territorial community consists of 8 population centres.

History

Divychky village is the centre of the community, which is located in the Dnipro River valley. It was first mentioned in the “Poll Tax of Kyiv Voivodeship” chronicle in 1631. According to the researchers, the name of the village comes from the maiden monastery that was located on the village’s territory. According to another version, the name came from the original name Divych Lisok.

The remains of Stone Age settlements were found in the village’s territory. Therefore, it is most likely that people settled here much earlier. Peat and sand were mined in the community’s territory. 

Kurgans are the ancient burial monuments with a thousand-year history. Kurgans (burial mounds) are the most numerous of all types of monuments of the ancient history of Ukraine. Many people have long been interested in the earthen buildings that decorate the steppe landscapes. These buildings have long attracted many researchers: archaeologists, historians, ethnographers and local historians, who were interested in the mystery and originality of the history of our region.

Archaeological researches show that the burial mounds, which are located within the boundaries of the Divychky Village Council, chronologically belong to the Bronze Age – the early Iron Age and Kyivan Rus. These are mounds of the Bronze Age of the second millennium BC. “Three Mass Graves”, or as they are otherwise called – “Three Brothers”.

The great Ukrainian poet, writer, artist, and public figure Taras Shevchenko, who for some time was a member of the Temporary Commission for the analysis of ancient acts at the Kyiv, Podillia and Volyn Governorates General, did not bypass these unique mounds.

Economy and Welfare

Agricultural production is the most developed in the Divychky rural territorial community. It is one of the biggest factors of economic welfare of the community. Agricultural enterprises create jobs and grow grain crops: wheat, barley, corn, soybeans, sunflower, and rapeseed. A significant part of the harvested crops ensures the country’s food security. There is a mill and an oil shop that cater for the needs of the community. Byron Agro Farm develops the meat and dairy industry, which manufactures products of organic origin.

SK AERO Enterprise is also located on the community’s territory, which provides services for air transport.

Ethylenservice Enterprise operates in the industrial sector and manufactures plastics in primary forms.

The material and technical base is renewed to improve the work of communal services. In particular, a tractor with a trailer and a backhoe-loader were purchased for Housing and Utilities Enterprise of the Divychky Village Council, a communal enterprise.

The Head of the Divychky Village Council takes care of the development of physical culture and sports. There is a multifunctional playground in Divychky village that was built in 2021 and there is a playground in Stovpiahy village that was built in 2021 – a location of the project “Active Parks – Locations of a Healthy Ukraine” under the Presidential programme “Healthy Ukraine”.

Football plays an important role in the community. The Dnipro Football Club of the Divychky community won the Cup in memory of the Honoured Worker of Physical Culture and Sports of Ukraine Sonko Borys in September 2022 and won the District Cup in October 2022.

In Divychky community, the educational sector is very as the community spends the largest part of funds from its budget on its development.

The educational space of Divychky rural territorial community includes:

  • 4 general secondary education institutions
  • 4 preschool institutions operating as part of general secondary education institutions;
  • 1 out-of-school institution operating in the Stovpiahy gymnasium.

In 2018, an inclusive resource centre was opened, which provides every child with the opportunity for self-realization, socialization, revealing talents and receiving the necessary help in accordance with the defined nosology.

Attention is paid to the provision of high-quality education. For the comfortable transportation of children to the Stovpiahy Gymnasium, a school bus was purchased with the budget funds of the Divychky Village Council.

Community and War

In a difficult time for Ukraine, Community Head Oleksandr Sliusar constantly supports the Ukrainian Armed Forces. Necessary aid is regularly collected and delivered to the destination with the assistance of the Community Head.

Necessary assistance is also constantly provided to internally displaced persons – food kits, baby food, and hygiene products.

People of the Community

Oleksandr Sliusar was elected the head of the Divychky Village Council on November 12, 2020. The main priorities of his and his team’s activity are the creation of friendly relations between the authorities and community residents, and provision of quality services in all spheres of life.

Village Head Oleksandr Sliusar was awarded the medal “FOR SUPPORT IN THE DEFENCE OF BORYSPIL” for his active citizenship, patriotism, concern for the problems of the community, and the medal “Honour. Glory. State” for courage, patriotism and active citizenship from the Kyiv city community. Oleksandr Sliusar was also awarded a number of acknowledgments from public organizations and authorities at various levels.

Significant efforts were made to ensure the development, improvement, landscaping and lighting of the community. Repairs were carried out in social and service facilities and cultural buildings, the roads are constantly repaired.

On 13 May 2022, the “Community Police Officer” Project was implemented with the assistance of Head of the Divychky Village Council Oleksandr Sliusar. Thanks to this project, the level of safety and security and the rule of law in the community population centres were significantly improved.

Development Strategy

In its effective activity, the Divychky Village Council relies on strategic activity planning. In particular, the education development strategy of the Divychky community, and the communication strategy. The general development strategy of the Village Council was developed for the period 2019-2026.

The key strategy areas and the main projects of their implementation are as follows: economic development, infrastructure development and the creation of a conscious and active community with a high quality of life.

The priorities are as follows:

  • repairing communal roads and creating the accessible environment for persons with physical disabilities and other population groups with reduced mobility; replacing public transport stops;
  • providing the conditions for physical and intellectual development of the community population;
  • maintaining the buildings of educational, cultural, and health care institutions;
  • reconstructing the park’s territory in Divychky village;
  • completing the construction of the Security Centre in Divychky village.
